Description

The Tax Stamp Forum is a new conference taking place from February 23-24, 2009 in Budapest, Hungary. It is the first event to focus on the rapidly-growing and evolving field of excise stamp production and implementation for alcohol and tobacco products, and is being organised by Reconnaissance International, publishers of Tax Stamps: a Technical Study and Market Report.

According to Reconnaissance’s Tax Stamp Report, 136 billion tax stamps were produced in 2007. Since then, there have been a number of new developments – demonstrating the rapid changes in this market and the opportunities these present.

For example:

…. the latest Tobacco Report from the WHO recommends the raising of taxes, to be levied by manufacturers and certified by a stamp;

… a new international tobacco treaty could make a global track & trace system for tobacco products mandatory;

….. there have been five RFPs for liquor tax stamp in India in the past few months alone;

…. a number of US States are currently tendering or passing legislation for new digital tax stamp systems for cigarettes, while a federal bill has recently been passed proposing to make digital tax stamps mandatory throughout the US.

Topics covered at the Tax Stamp Forum will include:
  • the evolution and implementation of tax stamp regimes
  • the factors driving their proliferation
  • the stakeholders (from governments through to suppliers) determining their success
  • the different formats and methods of tax stamp production
  • application and distribution
  • technical developments and market opportunities, both current and in the future.
The Tax Stamp Forum will provide participants with a unique opportunity to discuss how governments can develop effective tax revenue collection regimes through the use of tax stamps, how suppliers of components, products and systems can provide them with the necessary tools to do so, and how all stakeholders – revenue authorities, law enforcement, regulators, tobacco and alcohol manufacturers and distributors, and technology vendors – can learn from one another and share best practice to drive the market forward.
